System.Reactive.PlatformServices was designed to deal with issues that arose with Portable Class Libraries back in the early 2010s. (PCLs were deprecated in 2021.) From Rx's perspective, the main problem was differences in multithreading capabilities across different .NET runtimes, so this was the home of various schedulers, and also the 'platform enlightenment services' that enabled a single PCL to adapt to the capabilities of different runtimes. The fragmented landscape of .NET runtimes that made this necessary was addressed in .NET 5's 'one .NET' vision. Everything that used to be in this library is now in the main `System.Reactive` package.
