ExCSS Core - ExCss for .NET Core

ExCSS v3 could be great (as v2 was), but needed some changes from the current master to make it useable in the real world (just a couple of bit's made public and moved to .NET Standard 2.0). I've made the changes here as the pull requests don't seem to be getting incorporated into ExCss.

The repro for this is actively maintained at the time of writing.

Example usage (simple)
